Mutha's games are just great. My favourite is GTA15-Grand Tool Auto (Constitutional Warriors). You go to a pub, drink 4 pints of beer then you go and drive your hummer around town. You get points for driving through red lights and stop signs while mowing down pedestrians and cyclists. You have to evade police testing points or demand your freedom rights when cornered. You can gain extra points by shooting the cops for an illegal stop and search. You need to gain enough points in case you crash your car without a seat belt and have to pay the expensive medical bills.

Social conditioning, with a high chance of there being consequences for ones actions. That's why mutha drinks and drives, and why it doesn't happen much in the UK or Australia.
I can't think of anyone I know who drinks and drives in Holland or England - even the older generation like my mum who would have been fine with it in the 1970s. I know a few people in Houston who do (most don't). But what really made me realise that it's the chance of getting caught that impacts behaviour was when I lived in Borneo: many (but by no means all) of the straight-laced zero-tolerance HSSE-spouting professionals by day would regularly drink and drive in the evening - Malaysians, Brits, Australians, Dutch, Americans. No traffic police, no consequences, and the ingrained social model breaks down in under a year.
So mutha is no different to many Australians here - he's just living in a society that's three decades behind in terms of road safety.

Wow. Maybe I'm cynical, but this also makes me wonder whether people care less when the people they might hit with their car are foreign (to them); whether it is more of a deterrent to a Canadian (say) to think that other Canadians might get hurt than when the potential victims are Borneans (or whatever people from Borneo are called).

No it isn't, it's called civilisation. You assume that we don't have a democracy. We do. Laws usually reflect majority opinion, as is usually the case in democracies. Random breath test laws certainly reflect majority opinion.

No, just because you dont obey the laws when you are sober and you do when you are drunk doesn’t make you a better driver when you are drunk, it just makes you a better drunk driver, you are still impaired, your judgment is worse and your reaction time is worse and you still have greater potential to kill yourself and others obeying the laws doesnt in and of itself make you safe.

Random testing to take idiots like you off the road are all ok in my book. I dont want you on the road with my family when you are drunk even if you are obeying the law.

No, just because you dont obey the laws when you are sober and you do when you are drunk doesn’t make you a better driver when you are drunk, it just makes you a better drunk driver, you are still impaired, your judgment is worse and your reaction time is worse and you still have greater potential to kill yourself and others obeying the laws doesnt in and of itself make you safe.

Random testing to take idiots like you off the road are all ok in my book. I dont want you on the road with my family when you are drunk even if you are obeying the law.

I can see nicking someone like OneBall after a wine cooler, but most of us women and gay homosexuals can handle a drink without barfing all over the pool.

It's interesting - mutha first said the 4 pints over 2 - 3 hours, which could easily have him hovering near the Australian limit, and on some days may have him over it.
But when he doesn't like the idea of being called out on that he changed to drinking it definitely over 3 hours.
