Depends on the match. For the current one, Denmark’s home and away strips would probably clash with Croatia’s picnic tablecloth outfit, so the Croats are wearing a dark blue + black strip.
Goalies have to wear stupid colours - it’s a given.

I think the referee decides or its a coin if their first choices are close.

At domestic level, it's the home side.

One team is designated home and one away according to the draw and seedlings thus in 1966 although it was played in England for the final England were the away team and ze Chermans ze home team which is why England wore red that day. Same in 1996 when England wore that dreadful grey strip.
