Downloading Excel sheet from the web -- is it ok

Yevver feel like making a spreadsheet to calculate your income tax? Someone has done it for you, lots of people, actually.

Do you think it's safe to download an Excel sheet from this site?

I think it's relatively low risk if you:
1. Run software with latest security patches installed
2. Running a current virus scanner
3. Get the file from a reasonably trustworthy site. The one you've linked seems to meet this, since it has been downloaded and discussed by others without virus report.
4. Do not enable macros or other "active" content in untrusted Office documents. Excel should display a prompt asking you. It's possible that the sheet won't work as expected with macros disabled, but enabling them will significantly increase your risk.

If your taxes are complicated get TurboTax. If your taxes are simple, like if you do 1040EZ, do the spreadsheet yourself from scratch.
